There is no doubt that they were better prepared for war in 1941 then the U.S. Navy.

Yep, they figured they had a 6 month window to sour the US's taste for war. Once we got rolling it was over, Yamato knew it going in. They didn't want Pearl, there's no way to hold it, just wanted to kill the fleet and morale.
I love reading about Midway and how the few carriers held the entire war effort in the balance. By '45, we had over a hundred carriers in the Pacific and the Japanese still haven't recovered from '42 losses.
