I was thinking fire bottle but I don't think that is right. I do know the big red bottles are fire bottles. I do not even have a current rule book to check.
 
I believe it is a nitrous oxide bottle that is not in use. If you look at the photos of The Outcast fuel altered, that system is fully plumbed and appears to be the same type container.
